    Board of Abatement members present: Paul Libby (SB), Gregg Herrin (SB), Gayle Durkee (T), Phyllis Hayward (L), David Bradshaw (JP), Jennifer Chase (TC), Curtis Chase SB), Charles Peel (SB), Cynthia Allen (L), Joseph Spinella (JP)

    1. Meeting called to order by Dave Bradshaw at 6:37pm
    2. Additions to Agenda: none
    3. Public Comments: none
    4. Conflict of Interest Disclosure: none
    5. Elect Chair, if necessary
      1. Not necessary, Dave Bradshaw continues to serve as president
    6. Rules of Procedure
      1. DB discussed rules of procedure.  Jen Chase read statutory conditions for abatement.  Oaths were taken by board members and appellants present
    7. Abatement Hearing for Parcel 015-002.000, 7 Washington TPKE, Doyle
      1. Appellants present: John & Pam Doyle 
      1. documents provided by appellants in advance were distributed to the board
      1. DB opened hearing for testimony:
        1. John said that he had been hospitalized a few times and they got behind on their bills.  He asked that penalty and interest be abated. 
        1. Board members asked for clarification of the exact amount ($1326.93), timeline, and process for how penalties and interest are calculated and where they go, Gayle Durkee (treasurer) explained.
        1. The appellant provided income/expense sheet was discussed
        1. Joe Spinella asked for clarification on which statutory category this fell under – the consensus was that it was “taxes or charges of persons…who are unable to pay…”
        1. DB thanked the appellants and closed the hearing for deliberation
      1. The hearing was reopened after the deliberation
      1. Gregg Herrin made a motion to abate the tax penalties and interest in the amount of $1326.93, Charles Peel seconded the motion
      1. There was no further discussion
      1. The board voted against the motion to abate the penalties and interest
    8. Abatement Hearing for Parcel 061-002.000, 169 Jenkins Brook Rd, Carrier
      1. Appellants present: none but documents provided by appellant in advance were distributed to the board
      1. Since no appellants were present, DB closed the hearing for deliberation
      1. The hearing was reopened after the deliberation
      1. Gregg Herrin made a motion to abate the taxes in the amount of $4569.94, Charles Peel seconded the motion 
      1. There was no further discussion
      1. The board voted against the motion to abate the taxes
    9. With no other business to discuss, Gregg Herrin motioned to adjourn, Paul Libby seconded
    10. Meeting adjourned at 7:25pm
