Accessibility Ramp – Town Hall
The Town of Chelsea is accepting bids to remove and replace an accessibility ramp outside the Chelsea Town Hall. The ramp must meet current ADA standards, and the look must be consistent with the historic nature of the building. Ideally, this design will allow access directly from the main sidewalk. Proposals must include material selections, ie: composite or pressure treated, as well as post and baluster style. Perform evaluation of existing foundations and footings; replace if necessary. Contractor is responsible for all field measuring and disposal of existing ramp following demolition. Preparation or modification of existing ground must be included to properly accommodate installation. Protect existing buildings, plantings and infrastructure from damage during project.
The work must be completed by June 30, 2027.

Bid Process and Deadline
Bid Packages may be emailed to Grants@chelseavt.us or mailed to PO Box 266 Chelsea, VT 05038 Attn: Selectboard and received by 8/28/2026 at 11am. Please include the following information in your bid:
- On the outside of the sealed envelope or in the subject line of an email: Town of Chelsea, Accessibility Ramp, and the deadline for bid submissions (8/28/2026, 11am)
- A copy of bond/insurance
- A cover sheet with the title of the RFP; the bidder’s name, physical address, and all other contact information
- Bid proposal value and breakdown so it is clear exactly what is included
Bid Opening
Bids will be opened and reviewed by the Chelsea Selectboard during the Selectboard meeting at the Town Hall (296 VT Route 110 Chelsea, VT 05038) on 9/1/2026 at 6:30pm. Following review and evaluation, and if possible, a proposal will be selected.
Evaluation factors:
- Price
- Bidder’s ability to perform within the specified time limits
- Bidder’s experience and reputation, including past performance for Chelsea or another municipality
- Quality and type of materials and services proposed
- Bidder’s ability to meet all terms and conditions spelled out in this RFP

Questions regarding this RFP shall be submitted by email only to the Grants Administrator, Kasey Peterson, grants@chelseavt.us. A list of RFP questions and answers will be maintained on the Town’s website once received. Questions will be accepted until 11am on Monday, 8/24/2026, to ensure all parties have adequate time to review the answers before the proposal submission deadline.
