Developmental Review Board

The Development Review Board (DRB) is a quasi-judicial five member board appointed by the Select Board. DRB meetings are held on the 1st and 3rd Wednesday of the month at the Chelsea Town Library at 6:00 or as warranted. The DRB reviews applications that involve requests for waivers, variances, conditional uses, design review, and change of use. All actions by the DRB must be made at a public hearing which must be advertised 15 days in advance in a newspaper of record. Because the Herald publishes once a week on Thursdays, it takes 3 weeks at minimum to schedule a hearing before the DRB. The DRB may take up to 45 days to render a decision (they are usually quicker) and once a decision is rendered an interested person has up to 30 days to appeal the decision. Therefore, from application to final permit may take 3 months or more. Hearing Notices & Agendas are posted on the Calendar and under the DRB section of the Town of Chelsea website. Draft minutes are posted under the DRB section of the website. Reconvened meetings will not have new notices or agendas posted. Decisions will be available at the Town Clerk’s Office.
